The reaction in Trial 2 most likely went to completion because there was an extreme increase in the amount of CA gas produced and in our observations, we did not notice any reactants that had not undergone a chemical change. The more effective design of the model played a significant role in the large production of CA gas; because Model 1 exceeded the mass limit, we used materials with smaller masses when we developed Model 2.Instead of the plastic weighing oat, we used the other plastic bags and also used less tape to attach It to the inside of our bag. In our previous trial, we noticed that acetic acid was leaking through the barrier. In order to generate a more efficient separation mechanism, we placed the sodium bicarbonate in the pocket instead of the acetic acid. The higher walls of the pocket used in Model 2 also served to prevent any of the sodium bicarbonate from falling out during transportation.However, like in Trial 1/Model 1, a possible source of error may be found in Ou r measurements: it was difficult to accurately measure the volume of the acetic acid and to measure the height of our airbag after the substances inside had reacted after the â€Å"crash. † In order to improve our experiment, it would be suitable if the trials were performed in a controlled environment at STOP to rule out any external atmospheric factors.If we had also employed more accurate methods of measurement, such as using a 5 ml graduated cylinder instead of a 10 ml graduated cylinder to measure the acetic acid, we may have been able to obtain a more completed reaction. The method used to measure the dimensions and volume of the bag was a little unreliable because there was too great a chance of human error. A laboratory device, possibly electric, specifically designed to measure volume could have eliminated any discrepancies in our measurements and calculations.Model 2 would be the most appropriate design for inflating airbags. As noted in Table 1, not only did it pro duce the greatest amount of CA , even more than we had initially predicted, but it also met the mass requirements. It also included the most effective system of keeping the reactants separate but allowing them to quickly deploy when it was time to perform the trial. The high walls of the pocket were suitable for preventing the Enhance from pilling during the building or transfer of the model. The design was also lighter in mass and more compact in size.

The Center for Science and Public Interest says that teenagers are consuming more high calorie drinks than ever, and fewer diet drinks than in years past, despite growing concerns about obesity (Affairs, 2005). The ASPI and other groups have sought to limit the sale of soft drinks in schools as part of a larger effort to combat the growing problems of childhood obesity and related health issues.Despite all, it is not feasible to blame one food product r beverage as sole contributor to any health issue. There is a perceived inherent danger of fanaticism in the fusion of identity politics and nationalism with ethnicity that led many to conclude that such belief was a â€Å"mistake of history†. (Epstein, 2009) However, in each instance where Leoussie cites popular expectation academically and popularly for a rejection of ethnicity in favor of international institutions or class-based structures of identity, historical evolution has proved that it did not in fact occur as expected. From this, Leoussie suggests that there are a number of â€Å"backlashes,† that occur in post-war academia that transform the way theories of ethnicity are posited in sociology pa rticularly, but also in related fields of anthropology, history, linguistics, psychology, etc. The four converging processes cited by Leoussie in the post-war era contain innumerable examples where theories of ethnicity and nationalism were proved false by subsequent historical development. So there are some crimes that are less likely to turn into official statistics. This then does not give an accurate understanding in rates of offending and official statistics will show the extent of gender differences. Women are also more likely than men to be cautioned rather than prosecuted. For example, the Ministry of justice figures for 2009, show that 49% of female offenders were cautioned compared to only 30% of men. Similarly Hood’s study of over 3,000 defendants found that woman were about one-third less likely to be jailed in similar cases. However, there is evidence against the chivalry thesis. Box argues women who commit serious offences are not treated more favourably than men. He argues women show remorse which may be why they get cautioned rather than going to court. Heidensohn argues that in fact when women commit more serious crimes and deviate from expected norms of behaviour they are punished more harshly. For example stereotypical gender roles influence judges decisions. Heidensohn accepts there has been an increase in female crime but it’s due to poverty and being socially marginalised. Walklate argues that in rape case it is often not the defendant who is on trial but the victim. Steffensmeier argues that women are treated more leniently in court because judges are reluctant to separate woman from their children. Another reason that could explain lower conviction rates for women is that they are socialised to commit less crime in the first place. Functionalists argue that lower levels of females crime can be explained by gender role socialisation and the expressive role that Parsons argues is the one that women take on within the home. While men go out to work and take the instrumental role as provider, women are socialised to be gentle and nurturing. Parsons argues that boys reject feminine role models they engage in what Parson calls compensatory compulsory masculinity and become aggressive and anti-social behaviour which can slip over into an act of delinquency. Cohen argues that boys that are more likely to join gangs to gain stats and identity. Whereas the girls have their mothers as role models which means they are less likely to behave in anti-social ways. However, critics of the sex role theory are that this view is dated and boys and girls have different role models and influences in their life to the ones illustrated by Parsons. Walklate criticises sex role theory for its biological assumptions. Parson assumes that women are best suited to the expressive role as women gave birth to children. Feminists are interested in how patriarchal society controls women, and this control might explain lower levels of criminality and therefore lower conviction rates. Heidensohn argues the most different thing about women’s behaviour is how conformist it is as women commit fewer crimes than men. Heidensohn notes that women are controlled in a number of ways. For example women are controlled by the amount of time they have to spend looking aft er home and children. Also in the public domain women are controlled by the threat of male violence especially sexual violence. The Islington Crime Survey found that 54% of women avoided going out alone. This therefore reduces their opportunity to offend. However Carlen explains how some women commit crime when they are let down by patriarchal society. It is the failure of patriarchal society to deliver the promised deals that removes the controls. Cohen argues that working class women are led to conform by what she calls the class deal which is being offered rewards at work that allow a good standard of living. Also the gender deal where women have rewards from family life by living a normal domestic gender role. Critics argue that this underplays the importance of free will and choice in offending. Adler argues that as society changes so women may turn to crime. He uses the liberation thesis to argue that as women become liberated from patriarchy female crime rates will rise. As society changes so too have women’s roles within it. There is evidence to support this for example female offending rates have risen. However, critics argue that female crime rates started growing in the 1950s before the women’s liberation movement. In conclusion, the main reason why there are lower levels of convictions of women is because the criminal justice system is more lenient towards women. Often seen as a work of fiction or anti-utopia, in fact this is just a social horror story, if such a genre can be invented for its description. The technologies depicted in Fahrenheit are rather primitive compared to modern times. Sure, Bradbury had extrapolated the TV screens of 50’s and predicted the invention of giant TV walls, with â€Å"presence effect† that allows the viewer to feel himself in the center of action. Bradbury had expressed the fears that TV means death of media of a previous generation, being the books. But, as McLuhan stated, the technologies of past ages don’t die so easily, â€Å"The dominant technologies of one age become the games and pastimes of a later age† (McLuhan, p99). As fears that cinema would mean the death of theatre had proved themselves to be incorrect, thus a larger-scale fear that TV means the end of books had proved itself to be false too. On the other hand, Bradbury hadn’t predicted the invention of a new media which would outscore the TV as much as TV outscores the books: the Internet. The TV had no chance to progress into totally-enveloping media reality depicted in the book, losing the race to more modern media. While Bradbury’s technology prediction hadn’t been correct, his social predictions had proved to be uncannily true, if somewhat optimistic. The all-world media programming is here, broadcasted by orbiting satellites, turns the globe into a repertory theater to be programmed (McLuhan, p9). And the news brought to us by every source – from TV to Internet and even to Radio – are apt to be manipulated simultaneously, as was shown brilliantly in â€Å"Wag the Dog†. The censorship depicted by Bradbury isn’t here; instead, we have a total media coverage that produces fake events undistinguishable from real. People do not need to follow instructions told to them on TV; instead, we follow the views and ideas presented to us daily. The Electric Dog doesn’t roam the streets: the society is our Electric Dog that doesn’t kill nonconformists in real sense but effectively blocks ‘them’ from ‘us’. What brings salvation and hope in Bradbury’s world after the holocaust are Bible words. It doesn’t mean that he relies on religion to carry us through the new Dark Ages – rather, he tells us about our inner faith, which isn’t expressed but felt and understood. But as no holocaust had happened yet, only those who really feels in need seek salvation, others are content with what they’ve got. Bradbury’s views on government in Fahrenheit border with clear accusations of fascism, the burning of books being the most obvious historical reference. But fascism in US had became such a popular scare since the end of WWII that we don’t fear it as much anymore. After all, if government would ever decide to apply a ‘stricter’ views to economics like Roosevelt’s New Deal in 30’s, (which is quite possible now because of economics crisis), most voices would be raised in its defense rather than in its critics. People feel the government to be controlled by them, not the other way round. In Fahrenheit society education of youth program them to see their world as unquestionably right, defies critical thinking and praises the conformity instead. This is not only an exaggerated, but also a distorted picture of modern education, depicted just to scare us even more, to create a sense of further isolation of Guy Montag from the world. Bradbury doesn’t give much attention to the youth; this is sensible, for what he longs for is the past. Fahrenheit’s ending can be seen as a longing for â€Å"Golden Age†, the times that never were real but always in our eyes seem to be brighter than today. It is a hymn to nostalgia. (2008), Cebu Pacific Air contributed 45% of the total domestic passenger traffic by carrying 2.57 million passengers in a span of six months in 2008 (from January to June). This means that in 2008, the company was able to generate lots of income and was a great donor to the Philippines annual revenue. Yet despite this, the economic crisis has not been kind to the company. Some employees had to be let go in order to adapt and give way for a better regrouping that will give Cebu Pacific Air a better leverage in the airline industry. Main competitor Philippine Airlines already bowed out of the race by having to retrench a lot of it people. Yet Air Philippines, a Philippine Airlines affiliate, was rumored to be headhunting the market for a Quality Assurance Director. Right now Cebu Pacific Air is also in need of a Quality Assurance Director to oversea the whole production and process of Cebu Pacific. What the company has now is Mr. Jose F. Buenaventura who directly reports to the Director, President and CEO of Cebu Pacific, Lance Gokongwei. Having a Quality Assurance Director will have its many advantages, therefore bringing the Cebu Pacific revenue higher than it has ever been. With the February 2, 1998 crash of Flight 387 which took 104 lives, and the May 3, 2006, Flight 393 crash which delayed flights in a local airport because of a failed aircraft part, Quality Assurance is not a question of want, but a necessity. It is important that the company changes its management style and employ a superbly qualified Quality Assurance director to ensure that future flights of Cebu Pacific will not suffer the same fate as the two flights mentioned above. 2010 has been a good year so far, by enabling the company to meet its 40 million passengers in the 999 pesos Go Lite Seat. Having met this milestone, the company will be able to proceed with more important and valuable projects which will increase the income of the airline. Despite the obvious growth of Cebu Pacific Air in the current years, expenses are mounting up, and these turbulent times globally should be taken advantage of. Cebu Pacific should sit back and regroup, taking its biggest and best thinkers into a room to determine the best course of action that will propel the company even higher than its standing today. The author believes that once Cebu Pacific changed its management style and employed the right Quality Assurance Director, more revenue will enter the companys portfolio. With proper planning, and correct execution of plans, Cebu Pacific could well be a household name in terms of flying, abolishing all traces of competitors greatness forever. 2 Background of the Company Cebu Pacific Air would cease to exist as it is known today without the efforts of John Gokongwei, who is the founder of this noble airline. He stared selling textiles and corn, created textile miles and explored food manufacturing before directly competing with San Miguel, one of the premier brands in the Philippines. Gokongwei continued to amass wealth by building shopping malls, hotels, compounds, real estate, among many others. His major companies include Digitel Corporation, Apo Cement, and Cebu Pacific Air (Krinks 2002). Cebu Pacific Air first graced the skies on March 1996. The company calls its clients as Juans, which is a typical Filipino name with affiliations to the poor. Because the company aims to give low fare, great value (Cebu Pacific Air 2010), the word Juan is very symbolic in terms of giving the medium and average families the chance to fly and visit places. This dream is made possible by Cebu Pacific as it offers the lowest prices on the market. CEB started its operations by offering clients to fly domestically in cheap prices. After the initial success, the company was able to fly internationally on November 2001. Now, nine years later, Cebu Pacific is given the license to land in Bangkok, Kota Kinabalu, Kuala Lumpur, Jakarta, Macau, Seoul, Shanghai, Taipei, Singapore, Bangkok and other hot spots across Asia (ibid). It enables every Juan who boards its planes to explore the countries near the Philippines, and to enjoy their stay with the affordable prices. Cebu Pacific Air also boasts to be very safe and reliable, considering its recent re-fleeting program which brought about twenty-nine new planes. These 10 A319 and 11 A320 Airbus planes and 8 ATR 72-500 aircrafts (ibid) gives Cebu Pacific the right to say that it has the youngest fleet in Southeast Asia. Having younger planes gave the airline passengers a sense of security that since the planes are never overhauled, repaired, and manipulated in any way, and the maintenance of the fleet is routine, then their safety will not be compromised despite the low fare. Not only is Cebu Pacific the leader when it comes to low fares, it is also the torchbearer of technology in terms of aviation in the Philippines. It is the first local airline to use e-ticketing (made popular by the American Airlines), prepaid excess baggage and seat selection in the Philippines (ibid). Unlike other domestic airlines, Cebu Pacific not only provides magazines in flight (the magazine is called Smile), but also provides board games and other forms of entertainment, otherwise known as Fun Flights (ibid). Lastly, not only does Cebu Pacific provide low fares that will give peace of mind and assurance to consumers, but it also provides the travelers with a from plane-to bed service after having tied up with destination hotels, travel insurance, entertainment ticketing, travel agencies, travel insurance, and other travel necessities. The Juans could simply board the plane, and upon arrival, ride the rental car arranged for them by the company. Last February 2010, the on-time performance of Cebu Pacific reached 92.5% (ibid), and the company is aiming to raise this to a hundred. With the smooth travels, reliability, and enjoyable flights, it is no wonder that Cebu Pacific is the best choice for air transport in Southeast Asia. 3 Literature Review Though there are many management styles, Cebu Pacific employs people-friendly but firm in the discipline and order area (Manila Bulletin Publishing Corp. 2010). Before the author discusses this particular style, a literature review of workplace related concept would be given to establish the importance of the authors proposed management method to be given later on. 3.1 Air transport in the Philippines Krinks (2002) points out that the air transport was only accessible to citizens with a high social standing, the elites, the famous, tourists, and businesspeople whose travel expenses are being shouldered by their companies. Majority of Filipinos can only dream of flying and visiting foreign places, since to ride an airplane before is synonymous to having a lavish lifestyle. This was before Cebu Pacific came in. Philippine Airlines, the first airline in the Philippines, has dominated the air transport industry in the Philippines for more than five decades. It was first obtained by the Philippine government in 1948, was bought by a private institution in 1965, and was re-taken by the government in 1977. This was when the former President Ferdinand Marcos issued a decree saying that PAL should be the sole domestic carrier (Krinks 2002) in the Philippines. When former President Marcos was ousted, President Corazon Aquino then started turning Philippine Airlines as a private company. By 1993, Lucio Tan was the major stockholder, and from then on, Philippine Airlines enjoyed the privilege of dominating the Philippine skies without competitors. By 1995, former President Ramos re-build two airports in the Philippines and made their sizes to be globally competitive. The Manila and Mactan (in Cebu) airports were the major airstrips in the country, and Ramos urged competitors to take advantage of the five new airports with international flights. By 1996, Cebu Pacific entered the picture by giving the lowest rates possible without incurring loses for the company. PALs maket share fell a whooping 65%, and it continued to decline by losing billions of pesos from that year onwards. By 2000, PAL was indebt to an amount totaling to $2.2 billion, and Cebu Pacific was being embraced by the Filipinos. The air transport industry is currently being shared by Cebu Pacific Air, Grand Air, Air Philippines, Philippine Airlines, Asia Spirit, and Corporate Air (ibid). Along with the opening of NAIA 3 came the opportunity for Cebu Pacific to display to its counterparts that it is a force to be reckoned with. When the third Ninoy Aquino International Airport was opened in Villamor, Pasay City, Cebu Pacific was the one who first launched a flight in the airport (Manila Bulletin Publishing Corp. 2010). Airport General Manager Alfonso Cusi for NAIA 3 said that the airport had an agreement with CEB that the airline will fully utilized the terminal for their regional flights (ibid). 4 Proposed Workplace Relations Approach Cebu Pacifics laidback friendly approach to its employees are working and motivating people, but the lax in discipline and respect could be further improved. A domineering or autocratic style of management could work as well, but according to Thomas (1997), this type of leadership could fail at one point or another. But since Cebu Pacific needs to regroup and to change its system in order to earn more revenue, it is time for the airline to think about its workplace relations approach. An organization requires the utilization of a complex array of resources to grow, survive and achieve the ultimate mission or objectives that informed its existence or creation. The mobilization and deployment of these resources human, financial and material in the right resource-mix, gives the organization leverage toward the desired end. Of these resources, the human resource is the most potent and central, contributing significantly to corporate bottom line and competitiveness. The organization therefore gains sustained competitive advantage through people, the organization workforce. Competitive advantage is simply defined as anything that gives an organization an edge over the competitors in its market. According to Porter (1985), the unique talents among employees, including flexibility, innovation, superior performance, high productivity and personal customer service are ways employees provide a critical ingredient in developing a firms competitive position. Similarly, Chiavenato (2001) notes that employees are purveyors of activities and knowledge whose most important contributions in the organization are their intelligence and individual talents. There is agrowing consensus that effective management of human capital is critical to an organizations success (Barney Wright, 1998; Jackson, Hitt DeNisi, 2003; Akhtar, Ding Ge, 2008). Managing the human resources in the organization is the traditional responsibility of the personnel manager, a precursor to human resource management (HRM). Some scholars however equate HRM with personnel management, concerned with providing staff support in the organization (e.g. Guest, 1989). Other scholars consider HRM as a natural development of personnel management practices in the face of changing economic and business environment (Armstrong, 1989 2004; and Fajana, 2002). The people-management discipline is undergoing continuous metamorphosis, with the recent emergence of strategic human resource management (SHRM) in organization and management literature. In a recent review covering 30 years, Lengnick-Hall, Lengnick-Hall, Andrade Drake (2009) present an evolutionary and chronological perspective on the development of SHRM. The authors identify the following seven themes which influenced the development of the field of SHRM: (1) explaining contingency perspective and fit, (2) shifting from a focus on managing people to creating strategic contributions, (3) elaborating HR system components and structure, (4) expanding the scope of SHRM, (5) achieving HR implementation and execution, (6) measuring outcomes of SHRM, and (7) evaluating methodological issues. SHRM is evolving as a new approach to the management of people, and specifically focusing on integrating the human capital to business strategy to enhance organizational competitiveness. According to Aswathappa (2004:39), the advent of SHRM has brought forward the issues of linkages between the employer-employee relationships and wider organizational strategies and corporate objectives. 4.1 Outsourcing How would one be able to increase revenue yet save money at the same time? Rival Philippine Airlines has already resorted to outsourcing. Yet Somani (2005) argues that there are many problems in outsourcing, in terms of miscommunication-misunderstandings that are the result of misinterpreted content, tone or word choice-as it relates to people management. This is a problem since by outsourcing, the company is obliged to employ people who speak different languages with no upbringing of the Cebu Pacific culture. They will not be the fun, committed individuals who have served the Juans of Cebu Pacific through the years. Somani (2005) gives a portrait of outsourcing which could easily happen should the company decide to outsource its services: an outsourced project team member mistook a debt of  £95 million as credit, and created a report saying as such. The company then included the  £95 million to the already overextended credit line. Needless to say, instead of saving money by outsourcing, it only made them lose  £95 million more. Cebu Pacific aims to bring people together to have an enjoyable flight through affordable means and the staffs willingness and eagerness to serve with a true heart (Cebu Pacific 2010). If the backbone of the operation (i.e., the ground operation, the ticketing staff, the check in counter people) were being outsourced to other nations, then this soul for service that Cebu Pacific is known for would be changed. The airline would only be another airline who wishes to increase money. 4.2 Solution Berman, E.M, West, J.P., and Richter, M. Jr. (2002) says that the workplace friendships and relations encouraged by a company derives from mutual trust, commitment, reciprocal liking and shared interests or values. These behaviors are present in CEB employees as they mingle and explore new challenges as led to them by team leaders. QM has been adopted widely by most organizations. Previous research has suggested that successful quality management requires a series of people management practices such as training, development, and empowerment. Despite ample findings on the impact of QM on organizational and individual performance, less attention has been paid to employees actual behavior during the implementation of people management practices. The present study, therefore, contributes to the literature by going beyond the employees perception and reaction toward QM implementation and identifying employees potential behavior when implementing QM. Yet when it comes to disciplining, this friendly approach could prove to be fatal. Managers might make wrong decisions because their view is not objective and forming personal friendships with the people they are in charge of could cause complications and conflict of interests in the future. A way to avoid such is to get the assistance of an outstanding Quality Assurance Director. There would be three organizational heads which will help the company: a Quality Assurance Director, an Operations Director, and a Management Director. The most promising would rise to the title of Overall Director, and would report directly to the current heads Mr. Jose Buenaventura, and CEO of Cebu Pacific Lance Gokongwei. Having this additional structure in place would give the directors more focus on their tasks in their department: for human resource management, operations, and quality assurance. Once these three aspects are strengthened and formed, then the rest of the organization would follow. There would be no discrepancy in positions, as there would be different functions for each person. 4.3 Management Approach After implementing the proposed structure for Cebu Pacific (Figure 1.1), then the companys management approach should be changed as well. The informal, friendly atmosphere must be changed. The managers must be more diligent in imposing the rules, yet be flexible enough to the changes. The managers will cease to be lenient with their teams, and push each team member to produce more results and more revenue for the company. Watching movies while working in their desktop computers, having four break-times in an eight-hour work day, and games in desktop computers would all be removed. There would only be three break times in an eight-hour work day: at 10:00 to10:15 in the morning, 12:00 to 1:00 PM for the lunch break, and a 3:00 to 3:15 PM break. This will maximize the potential of employees and remove those who are skiving off work. While people management practices involve extensive communication, employee participation, and teamwork, it is expected those practices would facilitate individuals pro-social values motive. In addition, Nair (2006) suggests that QM is now most widely accepted organizational goal and is believed to be essential for effective management and competitive survival of organizations. This organizational-wide consensus with respect to QM as organizational goal and QM as a means of competitive survival may lead to the increasing in individuals desire to help the organization even when they need to do more than their job descriptions stated. In sum, if people management practices are heavily emphasized in QM implementation, it is expected to motivate both organizational concern and pro-social values motives of organizational citizenship behavior. There are employees who were caught watching movies while working, with their Windows Media Player minimized. There are also those who are spending the office hours by playing Solitaire and other games that were initially installed in all desktops. It would then be implemented that all computer programs and softwares that are not work related would be uninstalled, and employees will no longer have the access to install programs. Each program from an anti-virus to Auto CAD for the engineering department and Adobe softwares for the marketing team would need to be installed by the IT department. Instant messaging systems such as Yahoo! Messenger, Skype, and others would be removed as well. In its place would be the intranet which would have the same function, the only difference is that only colleagues and co-workers would be able to talk to the employees, and there would be no distraction and other impediments that are hindering the productivity of a team to flourish. 5 Basis for critical success factors The author strongly believes that changing the organizational structure of Cebu Pacific and installing powerful and over-qualified people in the positions of Overall Director, Quality Assurance Director, Managing Director, and Managing Director could prove to be beneficial for the company. There would be a clear distinction of tasks and responsibilities. Unlike to what the company has now wherein there are different vice presidents per sector under the Executive Officers, there are areas that are forgone and are ignored, such as Quality Assurance, which is a crucial part of an airline. Having no Quality Assurance director in place means that Cebu Pacific is compromising the lives of its millions of passengers since there are no routinely assured processes that would indicate that a plane is safe for flying. Though Cebu Pacific Airs fleet is young and robust, this will not be the same in five to ten years time. A fleet would have to be maintained rigorously and each decision should conform to the manuals of FAA and other aviation regulators. Changing the management habits of higher ups would also prove to be of valuable contribution to the company. The employees look up to their division managers, section managers, and team leaders to set an example. If the manager is always leaving his or her place to smoke, or is caught doing things that are not work related, then the morale of the team would fall and all efforts would be ineffective. It is important that the management be able to invoke respect and awe in the members to make the most out of their potential and to maximize their talents. If a leader is lenient with no concern for the company, then the team it is managing as well would feel the same way. Knowledge, competence, and related intangibles have emerged as the key drivers of competitive advantage in developed nations. This is not just because of the importance of knowledge itself, but because of the rapid expansion of goods and factor markets, leaving intangible assets as the main basis of competitive differentiation in many sectors. There is implicit recognition of this in both management theory and practice with the growing emphasis being placed on the importance of intangible assets, reputation, customer loyalty, and technological know-how. By using a good structure like learning organization we will have organizational structure that have the ability to support the Intellectual capital in todays market. So todays organizations should try to use this paradigm (learning organizations) to be competitive. Also because our contemporary organizations may differ from the traditional organizations and so we should implement new skills to be learning organization so that our staff can adjust themselves with new technologies. Also can sense the weak signals in the environment and can reply the prosper answer to them. In this situation our managers and executives and CEOs can effectively manage the Intellectual Capital in the organization. Successful managers as well as businesses have been overseeing intellectual capital one way or another right from the start, whether deliberately or intuitively. This though, does not denote that they have an Intellectual Capital Model (ICM) program or strategy. Overseeing intellectual capital as a topic of common business sense is not adequate for the expansion of intellectual capital model like an organizational capability. It is simply when a management style shifts from being instinctively applied to a planned and systemized development that it can be completed. Only then can it be significantly altered from being an art developing into a science. Once it evolves into a science, it turn out to be testable, measurable, more predictable, furthermore, most importantly, repeatable. Even if organizations that pertain intellectual capital model progress this goal, there is, nonetheless, a long road of experimentation along with applied research ahead for the up-and-coming area of intellectual capital model to develop into more of a science. (ICM, 2009) 6 Conclusion The Cebu Pacific legacy as the countrys low-fare pioneer when it comes to air transport continues to this very day. Two years ago Cebu Pacific contributed 45% of the air traffic in the Philippines by carrying 2.57 million passengers in six months time (Manila Bulletin Corp. 2010). This legacy should be protected, so that it would continue to transcend for future generations to come. Given that Cebu Pacifics management style is people-friendly, there are those employees who are taking advantage of the lenient management of their team leaders, section managers, and division managers. It is time to put a stop to that. Personal relationships should between higher ups and employees should be avoided in order to ensure that the managers decisions for the teams welfare would not be compromised because of personal reasons. It is also important that the managers learn how to be firm and demanding, to push their team members to produce more output rather than letting them go at the pace that they want. A team without a clear direction is eating at the funds set by the company for development. It is important that managers be able to adapt and learn how to be rigorous in leading their people. The author proposed that at least initially, the following changes should be made in the staff-manager ratio: lesser breaks, removal of not work related computer programs, and removal of instant messaging systems which would be replaced by an intranet for the company. These changes are small and gradual, yet they would have a positive effect on employees. If the staff members logs in to their computer and there is nothing there but work related stuff, then there would be less distraction and the employees would be able to function to the best of their abilities. Having lesser breaks removes the chances of employees asking for overtime pay for leaving their cubicles during working hours to do personal chores and to return after the 5:30 end of shift to file for overtime to compensate for the hours they lost. The author also suggested that the organizational structure of Cebu Pacific be changed in order to meet the demands of this technologically advancing world. Outsourcing is not an option since this could only mean more money spent because of miscommunication. The best way is to restructure the management in terms of putting emphasis in Quality. Having an emphasis on quality will ensure that future plane crashes would be avoided, equipment malfunction would be minimized, and the Juans would have peace of mind when flying with Cebu Pacific. The goal of Cebu Pacific as Southeast Asias cheapest fare provider is to give every Juan a chance to fly and explore new worlds by traveling. Having directors in place with specific functions would be vital for the company since Cebu Pacific would be able to focus on having good quality without compromising safety. With proper management, a good structure, and more dedicated people, Cebu Pacific Air would go miles it has never been to before. There would be savings in terms of not having to pay more overtime fees for those who are not deserving, and savings for big replacements which would be avoided by routine checks. With all these changes, Cebu Pacific would be able to give every Juan the chance to relieve a dream: to fly in the skies without worrying for their safety, and the bills they are leaving behind. Now they can fly cheaply, safely, and with no worries since the management has dedicated its time to ensuring their safety in terms of Quality Assurance.

Florida and the Future of Gay Adoption The line between public and private is quickly diminishing, if there ever was a line to start. Private ideologies (social and moral/ethical attitudes) have been made public by what legislation does (not) relegate, and then protects the right to privacy for the individuals who abide by these private ideologies. The intrinsic protection of adherents to a dominant ideology forces those with deviant ideology to actively make their private concerns public in order to be granted their "right to privacy." However, even after this guarantee it is not possible for the private to leave the public sphere until the dominant ideology changes radically to incorporate these rights at the same intrinsic level of the original ideology- meaning the right to privacy has to be constantly reiterated until the societal backing makes it dominant. In the case of human and civil rights, legislation has the obligation to intercede on behalf of those disenfranchised by laws, regardless of the impact of or on s ocial attitudes. Once the issue of gay adoption entered the public sphere (i.e. when gay couples were first singled out by the state as ineligible), the only possible way to ensure that these individuals rights would be protected and that one day the rights of all homosexual individuals and couples to adopt would be guaranteed was for the issue to come before the Supreme Court. Employee reward is about how people are rewarded in accordance with their value to an organization (Armstrong, 2001). It is concerned with both financial and non financial rewards and embraces the philosophies, strategies, policies, plans and processes used by organization to development maintain reward systems. An employee reward system consist of an organizations integrated policies, processes, practice, structures and procedures which will provide and maintain appropriate type and levels of pays benefits and other forms of rewards. The main components of a reward system include processes for measuring the value of jobs, the contribution of individuals’ in those jobs and the range and level of employee benefit to be provided, these processes consist of job evaluation, market rate analyses and performance management (Armstrong,2004). Practice for motivating people by use of financial and non-financial rewards, the financial reward rewards consist of base and variable pay and employee benefits and allowances and non-financial rewards are provided through effective leadership, the work itself and the opportunities given to employees to develop their skills and careers. Structures for relating pay and benefit levels to the value of positions in the organization and for providing scope for rewarding people according to their performance, competence, skill and experience (Gephart&Caroll, 1998). Broad banded structure recognizes that in flat organizations career are more likely to develop within more broadly homogenous areas of responsibilities rather than progressing up a number of steps in a clearly defined hierarchy. This structure has few broad bands which reduces the problem of grade drift. More authority is developed to managers to manager rewards in their departments which they can view them as their kingdom. The broad banded pay structure posses a problem of controlling pay decision so that a fair degree of equity and consistency is achieved. Broad banded pay structure requires that the line managers are literate on the issues of pay otherwise the process will be badly managed and complains will arise in the organizational of discrimination in pay. Broad banded pay structure can only succeed in sophisticated organizations with a tradition of good pay practices if this is not adhered to misunderstanding may occur due to irregularities in pay of employees doing the same job. Broad banded pay structure enable line mangers the freedom to manage the pay of their staff within their budget but this can become disadvantageous especially if the managers create their own kingdoms in these departments. Also too much scope for pay progression. The control mechanism in broad banded pay structure can be provided but can be difficult to mange and costly as job evaluation of no longer drive grading decisions (White&Drunken, 2000). Broad banded may pay structure create unrealistic expectation or scope for pay rise as it seems to restrict the scope for promotions making if difficult to understand equal pay progress. All these issues can cause potential problems in an organization that operates a traditional narrow banded structure. Narrow banded structure has ten or more graded and progression is expected to occur in small but relatively frequent steps. Progression is usually linked to performance. It is more appropriate in an organization when the organization is large and bureaucratic with well defined and extended hierarchies. In narrow banded structure pay progression is expected to occur in small but relatively frequent steps (Thrope&Homan, 2000). The culture in the organization having narrow banded structure is one in which mass significance is attached to status as indicated by grindings. This pay structure is appropriate when same little scope of pay is wanted as it facilitates control and clearly indicating relativities. In a narrow banded structure the hierarchy is tall as all the jobs are allocated into a salary grade within the structure on the basis of an assessment of their internal and external value hence it will be difficult for a broad banded pay structure when being introduced in the organization as it is mostly appropriate for flat organization not all hierarchy organization. Each salary grade consists of a salary range in narrow banded structure which can be 10 or more grades while in a broad banded pay structure. It is more flexible and can consist of five to six broad bans. In a narrow banded structure the rate of salary progressive is determined by performance as well as length of service while the broad banded pay structure progression is linked to contribution and competency of the employee. In narrow banded pay structure the number of salary ranges required depends on the lower and upper salary level of the jobs in the structure of an organization, the differentiate between the ranges, and the number of distinct levels of responsibility in the hierarchy which need to be catered for by separate grades. This will create many pay grade which if a broad banded pay structure is introduced in the organization implementation will be difficult as it will be possible to design and differentiate them more accurately as an aid to better precision when grading jobs.

The Complexities of the Health Care System and its Future With all that is before us as a society of human beings, health care is far reaching and of the highest attribute next to our existence. Without proper health care life becomes a hollow existence. We push through each day with painful thoughts about life, or what we think we know about it. While we focus on negative feelings of weakness and doom, wishing for better days. Always hoping for a peace that we know will never come in this life without our health. Health care is something everyone is not privilege to have. Billions of people around the world are suffering everyday from lack of proper health care. Unfortunately many have no idea what it is to be healthy, or what it feels like to feel good. They have no idea they are sick, all they know is that they exist. To be numb is what they know, how unfortunate. Here in America, most people know what it is to have a feeling of health, to feel good, mentally, physically and to some extent spiritually. With the existing health care system many are feeling the pains of being sick, no longer able to exist with that feel good spirit. Suffering is becoming the norm, filled with depression more often than not because of their failing health. Not being able to afford adequate health care, which is now far out of their reach, mainly because they can not afford it. They no longer have the health coverage they once had, now having to rely on aide and assistance that is not guaranteed. Their existence is now in the hands of the politicians, government agencies and advocates who now speak for them. We are slowly losing because of the quality of health care that has become a commodity for those who can afford it. Unfortunately everyone is not always entitled to life saving health care with the current system of health care. Can that person who is mentally ill walking the street get adequate health care? What about the homeless person without a place to lay their head at night. Where has quality health care gone, or did we ever really have it? Is there any hope for our future health care system? Although the hospital is of the most appreciated and unfortunately the most maligned and least understood institution in the U. S. ociety, with great regret, the present complexities of the United States health care system will unfortunately and inevitably affect the quality of future health care While the hospital and health care system is one that is very much needed, the maligned and misunderstanding interferes with its nobility. How is it that we live in the 21 century, and have major misunderstanding which we are experiencing within our health care system here in the United State? With all the sta keholders within the U. S. health care industry, it is no wonder we are now facing the complex dilemma in our current health care system. Due to the benchmark developments in U. S. health care, we are now at a standstill with problematic issues. The major influences with the advances and other changes are factors causing the complexities we are facing. With the legislative, political, economical, as well as organizational and professional influences, the once noble stature of the health care industry is now compromised greatly. Unfortunately the ill effects of medical education, technological advances, with rising cost along with changing population demographics, the American values are now being affected. Our major health care institutions – medical schools, groups of specialist physicians, general hospitals, and research organizations – have together overshot the level of patients care actually needed or used by the vast majority of patients: (Christensen, Bohmer, and Kenagy 2000). Our nation spends over 17% of its gross domestic product (GDP) on health care, but does not have the quality of other compared nations no where near that number. Looking back at the history of health care, the puzzling affects of the present out come is all but shocking to most Americans (Sultz, and Young, 2011). Being a $2. 5 trillion dollar industry, medical care is becoming unreachable for many Americans. What has caused this industry to skyrocket is more so due much to independent medical practices and partnership with provider organization, public and nonprofit institutions such as hospitals, nursing homes and other specialized care facilities: along with major private corporations. Dating back to the early American hospitals, they served a different purpose from those of today’s hospitals. Sheltering older adults, the dying, orphans, and vagrants, there purpose was to protect the inhabitants of its community from the contagiously sick and the dangerously insane. It seems there has always been a strained relationship between patients and the hospital, and hospital personnel. The need for information, comfort, and human contact is and has been a common complaint which is rooted in the overall history of medical care. With so much with its history, health care grew from a basket of issues which has now lossomed into what we see today as complex, from doctors and patients, to a personnel of nurses, aides, technicians, and the therapists, along with other hospital staff. With all this complexity and chaos, the once noble attributes of the health care profession has lost most of its qualities’ to misunderstandings and purpose. Malpractice is not an unknown word to the American public, and it is fundamentally correlated to a failure on the part of the physician. Malpra ctice is just one element that indicates patient mistrust in physician disclosure. Patients have turned to other sources and taken more responsibility upon themselves because of evidence or fear that their physician is giving them incomplete information, resulting in an increased number of second opinions being sought and increased referencing of secondary sources. Patient responsibility has increased because of physician failure to disclose the inherent misunderstanding of uncertainty on the part of the patient (Henry, 2006)’ While quality health care is of great importance to our society, the problems within the health care system, unfortunately supersedes the quality for patient care. Is the problem within the health care system which is something that can be resolved, or will it being unsolvable for any administration to fix. Quality health care has been interrupted for reasons that baffle most Americans. Not being able to understand the any reason we as a country can not work this major issue with health care to some balance. Since the government stepped into health care, the door has been left open for many other mandates to enter. In spite of the history of the hospital, the need for quality care has been paramount, dating as far back as the early 19th century. Hospitals were noted for being disgraceful, dirty, unventilated, and the lack of medical care was a real issue for quality health care, these issues were not publicly known. The quality at this time was very bad, which lead to the need for some type of health care reform, with hope to bring about a better quality of health care. Families that could obtain home medical or nursing care shunned hospitals, with this quality health care came about mostly through religious order. With its deplorable conditions, hospital care in early America was more of charity and public responsibility. With all the negative attributes surrounding the hospital environment, physicians saw the need to separate patients accordingly. This was the time the hospital was given its name. As rewarding as it may have seemed, the physicians had their own motives for why they did what they did. The now transformed hospital from the simple, charitable institutions to the complex, technical organizations was sparked by a parallel growth of private hospital insurance. Many of the sources that shaped the hospital industry varied from health insurance to the beginning of Medicare and Medicaid, bringing the legislative contribution to its fiscal well-being. With the increase of hospitals there also came the business of health care. The quality of health car came into question. With the hospital now becoming big business, all areas of its administration came into scrutiny. These problems began to supersede the quality of patient care. In deed without proper health care, our society would suffer a greater loss than it has. Proper health care is necessary for any society to thrive. Having the legal, ethical and regulatory aspects are important for its well being. The necessary financial systems and the impact on access to service are also required to bring about the quality as delivery. Many people may ask what proper health care is. Is there such a thing, and who would be entitle to proper health care that is a question that has yet to be answered and still debated over, causing much unrest and chaos. Being the many viewpoints about health care brings about the subjectivity of its true purpose. With the evolution and development of the present complex health care system, its development has come from sources due to an evolution of vary complicated issues. The current health care system along with poor management, has added to its history of strained development. With so much to say about the history of the now complex health care system, libraries could be built to hold its books. The early years of health care was challenged with mind sets as well s the stigma of those who needed medical attention. With the understanding of the characteristics and organization, along with the major private and governmental insurance initiatives, is an important factor which largely contributed to the centrality of hospitals within the health care system. Being there are diverse functions in the hospital, its’ staff and mostly management, add not only to the strain but the complexity with health care. The importance of patient care is being compromise with quality due to the battle within the system. The relationship between staff and patents suffers greatly with the pressures that are mandate by management. With all this being said, patients have a responsibility as well to the outcome of their treatment and patient care. The patient rights are known to have been violated from the early history of patient care. As the evolution and development of the health care system grew form its noble purpose, the conglomeration of the many stakeholders has contributed to lost trust with all aspects of this complex system in health care. When one speaks about the quality of care in hospitals, major debates often develop based on its interpretation of what quality is, and how it should be delivered. Health care has turned into a business platform that has much concern as to its promised future of adequate patient care. The question arises; can quality care be given within health care reform. Much is said to the fact that just because one has insurance does not equate to health care access. Access to a waiting list is not health care. When patients are denied access to a doctor or practitioner then it becomes incomplete health care. With the comparison to other countries health care system, come the question, why those of us who live in a wealthy country, suffers from inadequate health care. This also is a major focus point that is being argued. Some of the argument surrounds the issues of primary care and what does it Intel along with who should provide primary care versus specialty care. Of course it has been stated that Americans will never accept a system like they have in Canada or the U. K. Unfortunately patients become the victims of competition. Hospitals do not have patients; doctors have patients, referring them to the hospital of their choosing. Many of the complex issues have evolved form mismanagement of what health care, patient care, and the adequate structuring of the hospital is meant to be. The quality of care now provided in hospitals is so much in question that the many patients fear they will not receive the care they need. More so they are no longer view as human beings with needs, but number and dollars. These are only some of the many reasons why there is a need for health care reform which would enforce and influence hospital economics, service patterns and provider relationships. Long-term care historically began as an in home environment with almshouses and sanitariums. After the great depression and post WWI, citizens decided to run small nursing homes in order to pay mortgages and find an income source. Not until the 1950s when government grants spurned development of the nursing home sector, did the boom in the industry occurred. The next large impact in long term care would come in the 1960s with the advent of Medicare and Medicaid reimbursements (Sultz and Young, 2011). Long term care is rally a term that defines a wide array of services, within, but not limited to skilled nursing facilities, nursing homes, continual care, assisted living, home health; hospice, respite care, and others are termed long term care. With the future goal of long term care being to reduce waste and become more efficient in order to provide quality care and incentives for operational responsibility, and customer service, there must be available the push to move the market forward. However, since passage of the Canada Health Act in the 1970s, that nations health statistics have become increasingly superior. The factors most likely to be responsible for Canada’s better health care at a lower cost would be: universal financial coverage through a so called single payer features conducive to a strong primary infrastructure, and provincial autonomy under general principles set by national law (Starfield 2010). Although old enough to have become stable, Canada’s health reform efforts are relatively recent. This being in contrast to the historical foots of health systems in many western industrialized countries. The provincially based Canadian health care system, limited private insurance, public insurance plans, practices and health centers, cost, care seeking, availability of technology, and use of service. These areas are among the more prominent features that bring Canada’s health system to the front. With Canada’s experiences it shows how these critical features of the health system can be achieved in the context of a federal structure with decentralized administrative control. Although Canada has achieved better, or what appears to be a better health level than the United States, which it has for many decades, the gap has widened overtime, following the development of the different provincial plans that culminated in national legislation in the early 1970s (Starfield, 2010). What this is leading to is: if, the health care system continues to demonstrate gross mismanagement, and if the political dominance that is now existing, with the unsuccessful organizational structure it has, the inevitable outcome is more than likely to happen. The quality of future health care will suffer greatly. With so much at sake with our system of health care, the future quality of health care will be jeopardized without recourse. If reform is not properly implemented given all the information that has been provided, needed a stable health care system is only a wish. Many questions are still unanswered as to the reform necessary to provide quality patient health for the future. With the large amount of misunderstanding concerning the current health care system with its maligned characteristics, the future quality of health care for patients will ultimately be left to chance. Dependence on sound management for patient care is of utmost importance for a solid health care system to exist. The nobility of the once thought to be health care system, has now been affected by an aggressive political agenda which is one of the many factors involving the current failed, and complex health care system. With interference from so many stakeholders, the quality of health care is failing in major areas that is damaging to our society as a whole. Quality health care is of great importance to the existed of a well balanced society. With the openly and hidden agenda superseding quality health care, America is falling behind in a race for adequate health care for its population. As stated before, without the necessary health care, our future society will fail to exist as it does today. The source that contributes to the evolution of a very complex system poses an unfortunate future for all of us in America, without some major resolutions to its complexities. The strain that has existed thus far can not continue to exist. I believe that we can resolve most of our health care issues if we leave out much of the political agenda that has driven the chaos that we are now experiencing with health care. After complete examination and comparison with the quality of other industrialized nations, much could be accomplished her in the U. S. This would assure all citizens quality health care and possible a peace of mind. With political dominance no longer a major factor guiding the health care reform or its organizational structure a future health care system has a greater chance of existing. Minimizing the risk so that the future system will not be jeopardized as it has been. A stable health care system can be developed with less problematic issues. Many of the sources that shaped the hospital industry varied from health insurance to the beginning of Medicare and Medicaid, bringing the legislative contribution to its fiscal well-being. With the increase of hospitals there also came the business of health care. The quality of health car came into question. With the hospital now becoming big business, all areas of its administration came into scrutiny. These problems began to supersede the quality of patient care. In deed without proper health care, our society would suffer a greater loss than it has. Proper health care is necessary for any society to thrive. Having the legal, ethical and regulatory aspects are important for its well being. The necessary financial systems and the impact on access to service are also required to bring about the quality as delivery. Many people may ask what proper health care is. Is there such a thing, and who would be entitle to proper health care that is a question that has yet to be answered and still debated over, causing much unrest and chaos. Being the many viewpoints about health care brings about the subjectivity of its true purpose. With the evolution and development of the present complex health care system, its development has come from sources due to an evolution of vary complicated issues. The current health care system along with poor management, has added to its history of strained development. With so much to say about the history of the now complex health care system, libraries could be built to hold its books. The early years of health care was challenged with mind sets as well s the stigma of those who needed medical attention. With the understanding of the characteristics and organization, along with the major private and governmental insurance initiatives, is an important factor which largely contributed to the centrality of hospitals within the health care system. Being there are diverse functions in the hospital, its’ staff and mostly management, add not only to the strain but the complexity with health care. The importance of patient care is being compromise with quality due to the battle within the system. The relationship between staff and patents suffers greatly with the pressures that are mandate by management. With all this being said, patients have a responsibility as well to the outcome of their treatment and patient care. The patient rights are known to have been violated from the early history of patient care. As the evolution and development of the health care system grew form its noble purpose, the conglomeration of the many stakeholders has contributed to lost trust with all aspects of this complex system in health care. When one speaks about the quality of care in hospitals, major debates often develop based on its interpretation of what quality is, and how it should be delivered. Health care has turned into a business platform that has much concern as to its promised future of adequate patient care. The question arises; can quality care be given within health care reform. Much is said to the fact that just because one has insurance does not equate to health care access. Access to a waiting list is not health care. When patients are denied access to a doctor or practitioner then it becomes incomplete health care. With the comparison to other countries health care system, come the question, why those of us who live in a wealthy country, suffers from inadequate health care. This also is a major focus point that is being argued. Some of the argument surrounds the issues of primary care and what does it Intel along with who should provide primary care versus specialty care. Of course it has been stated that Americans will never accept a system like they have in Canada or the U. K. Unfortunately patients become the victims of competition. Hospitals do not have patients; doctors have patients, referring them to the hospital of their choosing. Many of the complex issues have evolved form mismanagement of what health care, patient care, and the adequate structuring of the hospital is meant to be. Over the years of its development much has been misinterpreted as to the healthy organization of its purpose. The quality of care now provided in hospitals is so much in question that the many patients fear they will not receive the care they need. More so they are no longer view as human beings with needs, but number and dollars. These are only some of the many reasons why there is a need for health care reform which would enforce and influence hospital economics, service patterns and provider relationships. According to an article written by James Morone, The health care reforms that President Barack Obama signed into law in March 2010 had been in the making seventy-five years since Franklin D. Roosevelt. U. S . presidents has struggled to enact national health care reform: unfortunately most failed. The article explored the highly charged political landscape in which Obama maneuvered and the skills he brought to bear. It contrasts his accomplishments with the experiences of his oval office predecessors. Going forward, implementation poses formidable challenges for democrats, republicans, and the political process itself (Morone 2010 1). Adding to the development and mismanagement is a process swarming with special interest that has been noted to be powered by big money. Being that the anxiety is so overwhelming with the formatting of adequate health care; no management of reform can be administered without a deep investment. Being noted that president Obama demonstrated a care for health care reform that far exceeds his cool demeanor suggests. President Franklin D. Roosevelt knew e would not be able to get national health care insurance through congress unless he took the idea to the people first. He flirted with making health care his nest great political crusade as World War II came to an end. A plan was being prepared by his advisers, but unfortunately he died before the end of the war. The health reform effort fell into the hands of President Harry Truman, and every subsequent president. Only until the recent victory of President Obama in the health care reform did one president succeed in their efforts to accomplish some aspect of health care. President Lyndon Johnson managed to enact major new health care programs, in the form of Medicare and Medicaid (Morone 2010. 2). The now health care reform enacted by President Obama is viewed by many, mostly democrats as a historic achievement. In spite of the victory that is said to be in order, many still argue the factors involved. The comparisons of other countries are still being used to compare factors with the focus on health care systems. With physicians believing they are the ones to judge the quality of hospital medical care adds to the issues involving health care management. Among so many other components that foster the ever evolving cycle of health care management brings about major concerns. With mismanaged health care, future health care will surely suffer the cost. S often we look to solutions to fix major problems within our society, and yet we continue to add more hard to understand perplexing uncertainties than we started with. Within the health care system which dates back to the beginning of what seemed to be simple compliances to health care issues, are now multiplex issues. These issues have grabbed the attention of not only the government sector, but political entities that now govern the health care industries with long term care being the main agenda. With health care, and many factors influencing the increasing demand for long term care service in the changing demographics, along with technology, major changes are being anticipated. Unfortunately it has come to a point where the increased scrutiny within the federal and state government sectors of the finance involving issues are before congress. The major mismanagement in health care, are real and troubling concerns to most Americans, especially those who are being affected by new polices and mandates. Long-term care historically began as an in home environment with almshouses and sanitariums. After the great depression and post WWI, citizens decided to run small nursing homes in order to pay mortgages and find an income source. Not until the 1950s when government grants spurned development of the nursing home sector, did the boom in the industry occurred. The next large impact in long term care would come in the 1960s with the advent of Medicare and Medicaid reimbursements (Sultz and Young, 2011). Long term care is rally a term that defines a wide array of services, within, but not limited to skilled nursing facilities, nursing homes, continual care, assisted living, home health; hospice, respite care, and others are termed long term care. This allows the industry to respond to the individuals needs of the person requiring the services and match their level of independence or dependence with an environment most suitable conducive to their potential (Sultz and Young 2011). With the future goal of long term care being to reduce waste and become more efficient in order to provide quality care and incentives for operational responsibility, and customer service, there must be available the push to move the market forward. There are still many barriers that we face before this end is met, before we can compare and contrast the past history of long term health care, which of course will be a challenge that hopefully will take us into a future health care system that will provide all the necessary amenities that will produce the ideal health care system desired. Knowing that is far from coming, all we can do is promote the best possible manage care without the barriers that have existed. With retrospect to the similarities of Canada and the United States, the two countries had similar health care systems. However, since passage of the Canada Health Act in the 1970s, that nations health statistics have become increasingly superior. Canada’s health care system costs are higher by international standards, hey are much lower than U. S. cost. The factors most likely to be responsible for Canada’s better health care at a lower cost would be: universal financial coverage through a so called single payer features conducive to a strong primary infrastructure, and provincial autonomy under general principles set by national law (Starfield 2010). Although old enough to have become stable, Canada’s health reform efforts are relatively recent. This being in contrast to the historical foots of health systems in many western industrialized countries. The provincially based Canadian health care system, limited private insurance, public insurance plans, practices and health centers, cost, care seeking, availability of technology, and use of service. These areas are among the more prominent features that bring Canada’s health system to the front. With Canada’s experiences it shows how these critical features of the health system can be achieved in the context of a federal structure with decentralized administrative control. Although Canada has achieved better, or what appears to be a better health level than the United States, which it has for many decades, the gap has widened overtime, following the development of the different provincial plans that culminated in national legislation in the early 1970s (Starfield, 2010). What this is leading to is: if, the health care system continues to demonstrate gross mismanagement, and if the political dominance that is now existing, with the unsuccessful organizational structure it has, the inevitable outcome is more than likely to happen. The quality of future health care will suffer greatly. With so much at sake with our system of health care, the future quality of health care will be jeopardized without recourse. If reform is not properly implemented given all the information that has been provided, needed a stable health care system is only a wish. Many questions are still unanswered as to the reform necessary to provide quality patient health for the future. According to the article Health spending in the United States and the rest of the industrialized world, a cycle of unsustainable spending growth followed by fervent cost containment initiatives has been a regular feature of the health care landscape for the past half-century (Anderson, Hussey, Froger and waters, 2005). In conclusion, with health care being one of the major concerns world-wide, Americans must focus on what is best for all oppositions before us. With political as well as governmental mismanagement and the fact that so many Americans are unemployed without adequate health care insurance or health care, it poses a real threat to future stability for a stable economy as far as health care is concern. With the large amount of misunderstanding concerning the current health care system with its maligned characteristics, the future quality of health care for patients will ultimately be left to chance. Dependence on sound management for patient care is of utmost importance for a solid health care system to exist. The nobility of the once thought to be health care system, has now been affected by an aggressive political agenda which is one of the many factors involving the current failed, and complex health care system. With interference from so many stakeholders, the quality of health care is failing in major areas that is damaging to our society as a whole. Quality health care is of great importance to the existed of a well balanced society. With the openly and hidden agenda superseding quality health care, America is falling behind in a race for adequate health care for its population. As stated before, without the necessary health care, our future society will fail to exist as it does today. The source that contributes to the evolution of a very complex system poses an unfortunate future for all of us in America, without some major resolutions to its complexities. The strain that has existed thus far can not continue to exist. I believe that we can resolve most of our health care issues if we leave out much of the political agenda that has driven the chaos that we are now experiencing with health care. After complete examination and comparison with the quality of other industrialized nations, much could be accomplished her in the U. S. This would assure all citizens quality health care and possible a peace of mind. With political dominance no longer a major factor guiding the health care reform or its organizational structure a future health care system has a greater chance of existing. Minimizing the risk so that the future system will not be jeopardized as it has been. A stable health care system can be developed with less problematic issues.
